State of Illinois Systems:

The State of Illinois runs several separate systems. Most larger prisons and correctional facilities have Motorola Type II systems that cover the buildings and grounds.

The "District Chicago" state police post has a 20 channel EDACS system (actually 2 separate 10 channel systems with many shared talkgroups) covering Cook County and is also used by several other state, local and county agencies around the Chicago Metro area.

In addition there is a licensed (but so far unused) 6 channel system covering Downstate areas. What this would be used for is unknown. it may become part of StarCom21.

StarCom21

Recently the State of Illinois entered into an agreement with Motorola to provide a system called StarCom21 to build an infrastructure system covering most or all of the state to provide voice and data communications to the State and any local or county agencies that wish to join. Motorola will build and own the infrastructure and agencies can buy radios and lease airtime.

The StarCom21 system will be entirely Motorola Astro, APCO25 compliant, using 9600 baud control signaling. Operations are expected to begin in 2003 and the system substantially complete in 2006. Look for 700 Mhz. freqs to be included in the system when they become available and for some local systems to be absorbed. The existing District Chicago EDACS system will likely be absorbed as well, and perhaps some or all of the Prison systems to also come into StarCom21.

The ISP runs an EDACS system in District Chicago that is also used by 
ISP District 2, IDOT, SOS, DNR and a variety of other state agencies.
Also using the system is Argonne National Laboratories and the DuPage 
County Forest Preserve PD.
 
There are 2 separate systems, but most of the ISP dispatch talk groups are simulcast on both systems.
 
District Chicago consists of all ISP operations in Cook County, including the expressway patrols. Tollways are handled by District 15 on a separate 800 MHz. conventional system.
